The Texas Health and Human Services Commission has issued Information Letter No. 2022-16, which replaces IL 17-06 and provides updated guidelines for Personal Needs Allowances (PNA) for Medicaid recipients residing in nursing facilities (NFs) and intermediate care facilities (ICFs/IID). The minimum PNA monthly amount is set at $60, with $30 from the individual's Supplemental Security Income (SSI) and $30 from the Health and Human Services Commission (HHSC). The letter outlines the responsibilities of NFs and ICFs/IID providers in managing resident trust funds and handling PNA benefits in specific circumstances, such as resident discharge or death. Facilities must complete and submit necessary resident movement and discharge information within 72 hours of the effective date of discharge. Additionally, providers must return any erroneously issued PNA warrants within 30 days. The letter also provides guidance on notifying the Social Security Administration and HHSC of changes in payee or resident information and contacting HHSC Provider Claims Services for assistance with PNA warrants.
