Clearpol's Opinion of this Guidance as of 01/26/2022
AFL 21-28.2 COVID-19 Testing, Vaccination Verification & PPE for HCP at SNF
CDPH has extended to 3/1/2022 the requirement that healthcare personnel (HCP) at SNF be up to date with vaccinations and receive boosters, unless exempt, instead of 2/1/2022. This is in accordance with the updated CA Public Health Officer Order. SARS-CoV-2 diagnostic screening testing for HCPs in SNFs continues to be required twice weekly for those who are unvaccinated or booster-eligible but not up to date with their vaccines. Supersedes AFL 21-28.1.

Clearpol's Summary of this Guidance

The California Department of Health has issued a new All Facilities Letter (AFL) requiring skilled nursing facilities (SNFs) to develop processes for verifying the vaccination status of all healthcare personnel (HCP) and tracking documentation of SARS-CoV-2 diagnostic screening testing results for unvaccinated or incompletely vaccinated HCP. The letter also requires HCP to be up-to-date with vaccinations and receive boosters by March 1, 2022, unless exempt. Unvaccinated exempt HCP and booster-eligible HCP who have not yet received their booster must undergo at least twice-weekly COVID-19 testing. Facilities must begin testing booster-eligible HCP who have not yet received their booster by December 27, 2021, and be in full compliance by January 7, 2022. The AFL also strongly recommends twice-weekly screening testing for all SNF HCP, including those fully vaccinated and boosted. Additionally, the letter outlines requirements for providing proof of vaccination and additional personal protective equipment for unvaccinated HCP.
