AFL 21-34.2 COVID-19 Vaccine Requirement for HCP
CDPH has notified SNFs, General Acute Care Hospitals, Acute Psychiatric Hospitals, Subacute facilities, Intermediate Care Facilities, Adult Day Health Centers, Program of All-inclusive Care for the Elderly centers, Ambulatory Surgery Centers, Chemical Dependency Recovery Hospitals, Congregate Living Health Facilities, Hospice Facilities, Dialysis Centers, Pediatric Day Health and Respite Care Facilities, Residential Substance Use Treatment and Mental Health Centers of the updated 1/25/22 CA Public Health Officer Order and now requiring healthcare personnel (HCP) providing services or working in healthcare facilities or identified direct care settings to be up to date with COVID-19 vaccinations and receive boosters by 3/1/2022, unless exempt, instead of 2/1/2022. Supersedes AFL 21-34.1.

The California Department of Health has issued a new All Facilities Letter (AFL) requiring all healthcare personnel (HCP) in healthcare facilities to be up to date with COVID-19 vaccinations and receive boosters by March 1, 2022, unless exempt. The letter also updates testing requirements, mandating twice-weekly COVID-19 testing for unvaccinated exempt HCP and booster-eligible HCP who have not yet received their booster in acute care or long-term care settings. Additionally, at least weekly COVID-19 testing is required for such HCP in other healthcare settings. Facilities and providers must document HCP vaccination or exemption status to be in compliance with the public health orders. Non-compliance may result in enforcement actions by the California Department of Public Health. Healthcare facilities are advised to update their policies and procedures to address vaccination and documentation requirements.
