Announcing the opening of the online application period, 1/1 – 4/1/2024 for SNFs requesting a PNW or WSW for fiscal year 2024-2025, 7/1/24-6/30/25.

A SNF anticipating submitting a PNW or WSW application must first register using the RSS platform, then use your username and password in the online portal. See AFL-22-01 for more RSS information.

If a SNF thinks it will have a workforce shortage and will be unable to meet the either the minimum 3.5 Direct Care service hour requirement (DHPPD) and/or the minimum 2.4 CNAs hours ppd requirement, then it should apply for the WSW. See AFL-18-16 for guidelines.

If a SNF thinks it will be unable to meet the 2.4 CNA HPPD but will be able to meet the overall 3.5 DHPPD, then it should apply for the Patient Needs Waiver.

A SNF can apply for both, but CDPH will only approve one waiver.

If a SNF applies, it needs to post a pending waiver application notice and notify residents prior to admission or prior to signing the admission agreement.
