Clearpol's Opinion of this Guidance as of 08/25/2023
Chaptering of AB 1797 requiring SNFs, ICFs and all healthcare facilities, to report vaccine information to a CA immunization registry (CAIR). AB 1797, effective 1/1/23, amendedHSC section 120440.
Facilities must ensure that they enter every vaccine administered, along with the resident's race and ethnicity, into theCAIR registry to support access to immunization data needed for CMS reporting.
Facilities also need to report TB test results to CAIR.
If a facility is not entering records into CAIR, visit the CAIR website or contact the CAIR help desk cairhelpdesk@cdph.ca.gov or 800-578-7899. Refer to the how to enroll in CAIR2 page for CAIR2 setup guidance or contact local CAIR representatives.
A recording and slides are available form the latest CDPH TEAch webinar.
If an outside organization administers vaccines at the facility, the organization is also required to report all doses into CAIR.
If a facility already submits vaccine administration information to CAIR:
run reports on administered doses to ensure accuracyIf a SNF exchanges data (DX) from an EHR, set up at least one employee with a DX Quality Assurance user role in CAIR.
A Digital Vaccine Record (DVR) helps residents and employees obtain their own summary report of all their vaccines recorded in CAIR. SNFs are highly encouraged to submit all historical immunization records to improve completeness.

Clearpol's AI Summary
The California Department of Public Health has issued a new requirement for all healthcare providers, including skilled nursing facilities (SNFs) and intermediate care facilities (ICFs), to report vaccine administration data to the California Immunization Registry (CAIR) or Healthy Futures/RIDE. This data must include the patient's race and ethnicity. The requirement, effective from January 1, 2023, aims to support the Centers of Medicare and Medicaid Services (CMS) reporting. Facilities in certain counties will use Healthy Futures/RIDE, while others will use CAIR. If not already doing so, facilities must begin entering records into these registries. They are also encouraged to submit historical immunization records to improve data completeness.
