The California Department of Health has issued an All Facilities Letter notifying hospice providers of the enactment of Senate Bill 294, which allows them to offer palliative care to seriously ill patients without a terminal diagnosis under specified conditions. Effective from January 1, 2018, the bill establishes a pilot program allowing licensed hospice providers to provide palliative care to non-terminally but seriously ill patients, regardless of their estimated length of life. Patients receiving palliative care from a participating hospice provider may continue to receive curative treatment from other licensed healthcare professionals. The pilot program does not include in-patient hospice facilities and will end on January 1, 2022. Hospice providers must notify the California Department of Public Health at least 45 days prior to providing palliative care under the pilot program and submit the required forms. Participating hospice providers must report specified information on or before January 1, 2019, January 1, 2020, and January 1, 2021. At the end of the pilot period, a stakeholder meeting will be conducted to discuss the results of the reported information.
