The California Department of Health has issued an All Facilities Letter (AFL) requiring certain healthcare facilities, including nursing homes, to test and maintain their diesel backup generators and standby systems in accordance with federal standards. Effective January 1, 2018, the new regulations apply to general acute care hospitals, acute psychiatric hospitals, skilled nursing facilities, intermediate care facilities, special hospitals, intermediate care facilities for the developmentally disabled, and nursing facilities. These facilities must now comply with the National Fire Protection Association 110: Standard for Emergency and Standby Power Systems (NFPA 110) from the 2012 edition. The California Department of Health enforces these standards for facilities certified for Medicare/Medi-Cal participation. This new requirement does not change the regulation of diesel backup generator testing by the state's Air Resources Board or local air quality districts. Healthcare facilities must ensure compliance with all applicable sections of the Health and Safety Code and the California Code of Regulations.
