The California Department of Health issued an All Facilities Letter (AFL) addressing Minimum Data Set (MDS) 3.0 discharge assessments that have not been completed and/or submitted. The letter emphasizes the importance of completing these assessments for inactive residents by September 30, 2013. Failure to submit or complete MDS 3.0 discharge assessment records can lead to inaccurate Quality Measures (QM) data, affecting residents, facility payments, and liabilities. Non-compliance may result in citations under 42 CFR Sections 483.20(f) and 483.20(g). Starting October 1, 2013, MDS assessments older than three years will no longer be accepted by the Centers for Medicare and Medicaid Services (CMS). To minimize the impact on QM data, CMS has selected a reference date of October 1, 2012. Facilities must follow the procedures outlined in S&C Letter 13-56-NH to address the completion and submission of discharge assessments.
