The Texas Health and Human Services Commission has issued a revised letter (PL 2021-19) outlining the certification process for nurse aides working under a waiver during the COVID-19 public health emergency. The letter describes how staff who have completed nurse aide tasks under the waiver can complete a Nurse Aide Training and Competency Evaluation Program (NATCEP) and be added to the nurse aide registry. Staff must become certified nurse aides (CNA) once the waiver is no longer available. Work training and experience at any licensed nursing facility in Texas can qualify under the emergency rules. Facilities without a NATCEP must work with an approved NATCEP to approve individuals for certification examinations. Nurse aides must be certified within four months following the end of the COVID-19 public health emergency determination. Nursing facilities must complete LTCR Form 3767 and submit it to the NATCEP they are working with.
