The California Department of Public Health (CDPH) has issued an All Facilities Letter announcing the centralization and automation of the program flexibility process for all facilities requesting program flexibility, as well as skilled nursing facilities (SNFs) requesting Workforce Shortage Waivers (WSW) and Patient Needs Waivers (PNW). The new online application tool, called Risk and Safety Solutions (RSS), aims to increase efficiency and consistency in the review process. The online registration process is now available to SNFs, and they will use the RSS platform to submit PNW and WSW applications starting January 1, 2022. The registration rollout for program flexibility is scheduled by district office, with facilities being invited to register based on their location. Facilities with known program flexes scheduled to expire will be contacted 90 days prior to the expiration date to facilitate registration. User guides and training resources will be available on the CPFU website. Any questions regarding this AFL should be directed to the Centralized Program Flex Unit (CPFU) by email.
