The California Department of Public Health (CDPH) has issued an All Facilities Letter (AFL) announcing the availability of federal civil money penalty (CMP) funds for projects that benefit and improve the care of residents in skilled nursing facilities (SNFs) and nursing facilities (NFs). Eligible organizations and individuals, including certified facilities, private contractors, and resident or family councils, can apply for CMP grants. Applicants must submit a CMP Grant Application and a Budget Proposal, detailing the project's purpose, benefits, budget, deliverables, risks, and sustainability. CDPH will review applications within 14 business days of receipt and assess projects based on eligibility, benefits to residents, proposed outcome metrics, replicability, budget, and distribution of funds. Approved applications will be submitted to the Centers for Medicare and Medicaid Services (CMS) for final approval. Grantees should expect approximately six to seven months for contract processing and execution.
