The California Department of Health has issued an All Facilities Letter (AFL) temporarily waiving specified statutory and regulatory requirements for Home Health Aide (HHA) Training Programs due to the COVID-19 state of emergency. HHA Training Programs can now provide up to 75 hours of required classroom training through online or distance learning formats. These programs do not need to submit individual program flexibility requests for this waiver. However, they are still required to notify the California Department of Public Health (CDPH) of changes to core curriculum, training hours, program staff, or contracted services. HHA Training Programs may also apply for waivers of other requirements, including alternative ways to conduct clinical training. This waiver is valid until the end of the declared emergency, and CDPH will continue to investigate and conduct enforcement activities for serious violations impacting health and safety.
