The California Department of Public Health has issued an All Facilities Letter (AFL) extending a temporary waiver of specified regulatory requirements for Adult Day Health Care Centers (ADHCs) until March 1, 2021, due to the COVID-19 state of emergency. ADHCs may provide care prior to obtaining official approval and licensure for initial licensure, addition of a special service, or addition of a non-special service. Basic services, including therapies, medical and nursing services, and social activities, may be provided via telehealth or other remote methods. Rural alternative ADHCs may be open fewer than three days per week. Administrators, Program Directors, or Fiscal Officers must submit a completed Live Scan form within 60 days of the AFL's publication. ADHCs must report any staffing or supply shortages, follow their disaster response plan, adhere to infection control guidelines, and comply with local public health department directives. The waiver may be extended based on updated Executive Orders or guidance.
