The California Department of Health has issued a new All Facilities Letter (AFL) temporarily waiving specified clinic licensing requirements and suspending regulatory enforcement for clinics conducting COVID-19 vaccinations. The waiver applies to Primary Care Clinics (PCCs) and Mobile Health Care Units (MHCUs) and extends until June 1, 2021. The AFL allows clinics to provide care prior to obtaining approval and licensure by the California Department of Public Health (CDPH) for initial licensure, addition of special services, remodeling or modification, and addition of additional physical plants. The waiver also covers administration, space conversion, and services requirements. Clinics must still follow their disaster response plan, infection control guidelines, and comply with local public health department directives. The CDPH will continue to investigate and conduct enforcement activities for serious violations impacting health and safety.
