The California Department of Health has issued a new All Facilities Letter informing skilled nursing facilities (SNFs) that electronic payroll data will be used to supplement the annual 3.2 Nursing Hours Per Patient Day (NHPPD) staffing audits. This data will be sourced from the Payroll Based Journal (PBJ) system submitted to the Centers for Medicare and Medicaid Services. The use of electronic payroll data aims to increase the accuracy of the audit process, decrease the duration of on-site audits, and expedite the delivery of final audit results. Starting December 1, 2017, the electronic payroll data will be used alongside the on-site audit process. SNFs not submitting PBJ data must continue to comply with the existing audit requirements.
