The California Department of Public Health (CDPH) has issued an All Facilities Letter announcing that it will continue auditing skilled nursing facilities (SNFs) for compliance with the 3.2 nursing hours per patient-day requirement. The audits will cover the 12-month period from September 1, 2007, to August 31, 2008, and will be conducted on-site and unannounced. Facilities will receive a one to three-week notice to prepare for the audit. SNFs must provide payroll records documenting nurse staffing hours and patient census records for the specified period. Non-compliant facilities will be issued a deficiency and required to submit a plan of correction. Exemptions apply to certain types of nursing facilities, such as those part of a continuing care retirement community or owned by public entities. The CDPH aims to ensure adequate staffing levels in SNFs to maintain quality patient care.
