The California Department of Health has issued a new All Facilities Letter (AFL) temporarily waiving specified hospital licensing requirements in response to the COVID-19 pandemic. The waivers apply to hospitals in certain counties impacted by the Hospital Surge Public Health Order. Key changes include the suspension of annual security and safety assessments, delays in reporting unauthorized access to patient medical information, and the elimination of documentation of formal nursing diagnosis and care plans. Hospitals are also not required to complete annual written performance evaluations for nursing staff and other staff. The waivers will remain in place for the duration of the Hospital Surge Public Health Order. Non-compliance with the waived requirements will not result in regulatory enforcement during this period. Healthcare facilities must adapt their practices accordingly to ensure continued patient care and safety.
