CDSS provides RCFE’s, CCRC’s and other community care licensees and facilities with notification of the Governor's Proclamation of a State of Emergency in response to the occurrence of severe winter storms in California and Executive Order N-1-23, which permits CDSS to respond to the needs of impacted facilities within CDSS’ jurisdiction, allowing waivers for any provisions of the:
• Health and Safety Code;
• Welfare and Institutions Code; and
• Accompanying regulations or written directives.
Individual waivers requested pursuant to the EO will be considered on a case-by-case basis, and if granted, will be posted on the Department's website.
A request for an individual waiver should be in writing and include sufficient information and supporting documentation to support the request. The request should explain how the facility was impacted by the severe winter storms, how the waiver will be carried out to provide for safe and adequate services, and how it will not be detrimental to the health and safety of residents.

PIN 22-02-CCLD provides information on the Everbridge Emergency Notification System and how it will continue to be used to notify licensees in advance of, or during, disasters such as wildfires and Public Safety Power Shutoffs.
