The California Department of Social Services (CDSS) has issued a Provider Information Notice (PIN) stating that hotel rooms are available for COVID-19 positive or exposed staff working in licensed adult and senior care facilities. The Non-Congregate Sheltering (NCS) program provides hotel rooms for Residential Care Facilities for the Elderly (RCFE) and Adult Residential Care Facility (ARF) frontline workers who cannot self-isolate or quarantine at home. The program aims to prevent the spread of the virus between workers' households and their facilities. To qualify, facilities must certify that their employees have been exposed to or tested positive for COVID-19. A sample certification letter template is provided, which must be submitted to the California Office of Emergency Services (Cal OES) for approval. Once approved, facilities will receive instructions on using the program and submitting reservations. The federal and state government will cover the costs of this program.
