Clearpol's Opinion of this Guidance as of 12/15/2022
Reminds SNFs to implement recommended precautionary measures to keep residents safe and comfortable during extremely severe weather caused by freeze conditions and/or winter storms.
SNFs are required by regulation to maintain their physical plant, equipment and any required emergency power source. Generators must be fully tested and functional to ensure availability in the event of a power outage.
SNFs must report severe weather conditions that compromise resident health and safety and/or require an evacuation, transfer or discharge of residents.
This AFL notifies SNFs of the extreme temperature advisory by the CA State Warning Center that CA has now entered Phase II of the Extreme Temperature Response Plan, expected to begin 12/14 and last through 12/19. While our SNFs are not in the projected counties, winter months bring weather that can rapidly create emergency and/or disaster related conditions.
Disaster plans must take all types of hazards into account, including the possibility of severe weather caused by freeze conditions and/or winter storms. Follow current warnings and watches through NWS CA Hazards Summary The CDPH Winter Weather Health Tips has information for vulnerable populations in relation to cold weather conditions, as does the CDC Winter Weather webpage.

Clearpol's AI Summary
The California Department of Public Health (CDPH) issued an All Facilities Letter (AFL) advising healthcare facilities to implement precautionary measures for extreme winter weather conditions. The letter states that facilities are required to maintain their physical plant, equipment, and any required emergency power source. It also mandates reporting of severe weather conditions that compromise patient health and safety or require evacuation, transfer, or discharge of patients. This advisory comes as California enters Phase II of the Extreme Temperature Response Plan, with extreme temperatures expected in several counties. Healthcare facilities must ensure their disaster plans account for severe weather hazards and maintain operational equipment. In case of emergencies, facilities must contact the CDPH Center for Health Care Quality (CHCQ) to report any occurrences affecting patient welfare.
