The California Department of Health has issued an All Facilities Letter (AFL) announcing a moratorium on new hospice licensure, effective January 1, 2022, until 365 days after the California State Auditor (CSA) publishes a report on hospice licensure. During the moratorium, the California Department of Public Health (CDPH) is prohibited from issuing new hospice licenses or approving new locations for existing licenses. Exceptions may be granted if an applicant demonstrates a need for hospice services in their proposed service area based on the concentration of existing services. Applications received before January 1, 2022, will be reviewed under the current process, but those not issued a license by December 31, 2021, will be subject to the moratorium. Applicants with pending applications must either withdraw or submit a justification for their application by January 31, 2021. The moratorium will not affect hospice license renewal or other report of change applications.
