The Texas Health and Human Services Commission (HHSC) has issued a letter introducing a new individualized skills and socialization service for Deaf Blind with Multiple Disabilities (DBMD), Home and Community-based Services (HCS), and Texas Home Living (TxHmL) providers. This service aims to comply with the Centers for Medicare & Medicaid Services (CMS) regulations issued in 2014, governing the settings in which Medicaid home and community-based services (HCBS) are provided. The HHSC will create a new subcategory of Day Activity and Health Services (DAHS) licensure for individualized skills and socialization providers. These providers will be licensed under the current DAHS statute and have a special subchapter of rules specific to them. They can expect a $75.00 licensing fee and new rules tailored to the service. The HHSC is currently developing regulatory rules related to this service, and providers will have the opportunity to provide comments during the rulemaking process.
